About
"Phuket Rajabhat University", formerly known as "Phuket Teacher College", originated from the Ministry of Education’s project to establish additional 3 regional teacher colleges for teachers and educational personnel production in accordance with the policy and the goals of the 3rd National Economic and Social Development Plan (1972-1976) on educational development. Phuket Teacher College was one of the teacher college project.
Phuket Teacher College was established on June 9, 1971, which was the 25th anniversary of the reign of His Majesty the King Bhumibol Adulyadej the Great. Ministry of Education announced the establishment of Phuket Teacher College on June 14, 1971 with Mr. Chalong Piromrat as the principal and director. Later, in academic year 1975, its status was changed to Teacher College under Teacher College Act B.E. 2514, with Mr. Chalong Piromrat as the president.
On February 14, 1992, His Majesty the King Bhumibol Adulyadej the Great graciously named the teacher colleges as “Rajabhat institutes”. Phuket Teacher College therefore changed the name to "Phuket Rajabhat Institute", However, the new name could not be legally used because it was still under the Teacher College Act. Therefore, the Ministry of Education proposed Rajabhat Institute Act to the House of Representatives to replace the Teacher College Act. Members of the House of Representatives passed the Rajabhat Institute Act on December 7, 1994, and the senators approved it on December 16, 1994. His Majesty the King signed it on January 19, 1995 and announced it in the Government Gazette on January 24, 1995, making the Rajabhat Institute Act effective from January 25, 1995.
On June 14, 2004, the Rajabhat University Act was promulgated in the Government Gazette, Volume 121, Special Part 23 A and came into force on June 15, 2004, causing Rajabhat institutions across the country to change their university status to be a juristic person and have freedom in managing various aspects than before.
Phuket Rajabhat University has 3 phases of administration as follows:
The first phase, Phuket Teacher College (1971-1995)
There were 3 administrators during this period, namely Associate Professor Chalong Piromrat (1971 - 1985) as the first president, Assistant Professor Winai Petchuay (1985 - 1987), and Assistant Professor Supradit Libratanasakul (1987 - 1995). We focused on producing educational graduates as well as developing courses in other fields to solve the lack of educational opportunities of students. The courses offered are vocational technique courses in special programs, namely English Language, Services, Tourism Business, Communication Arts and Advertising, Design, Applied Arts, Food, etc. Later, the courses were developed as 5-year bachelor degree curriculums in regular program. Many students as well as various organizations were interested in these curriculums, especially hotel businesses. Subsequently, we expanded to produce more graduates in other fields other than education, such as Computing, Performing Arts, Tourism Business, Tourism Industry, etc.
In addition, we urgently developed teachers in various languages other than English such as German, French, and Japanese to offer free elective or minors courses for students to support the expansion of tourism business. We also aimed to be a local higher education institution in the near future.
In 1979, the Educational Personnel Training Program (EPTP) was established which offered on Saturdays and Sundays. Many administrators and teachers without bachelor degrees in Phuket and Phang Nga attended the program. Later in 1982, the project was expanded to Krabi and Trang provinces by using Uttarakit School, Mueang District, Krabi Province and Wat Khuanwiset School, Mueang District, Trang Province as training venues. However, Krabi Education Center was closed in 1985 due to a minimal number of students.
In 1986, the EPTP project was improved and renamed as Educational Management Program for Full-time Personnel (EMPFP) to provide opportunities for personnel in other agencies other than teachers to attend the program. The offered programs included Education, Science, and Liberal Arts at the diploma and 2-year bachelor degree (post-diploma) in Phuket and Trang provinces.
The second phase: Phuket Rajabhat Institute (1995-2004)
There were 2 administrators, namely Dr. Prapha Kayee (1995 - 1999) and Associate Professor Dr. Chirawat Nichanate (1999 - 2014). We focused on graduate production in education along with science and liberal arts, including Early Childhood Education, Primary Education, Physical Education, Social Studies, Mathematics, Art Education, Innovation Technology, Education, Art Industry, Agricultural Technology, Food Technology, Industrial Technology, Computing, Environmental Science, Journalism and Public Relations, General Management, Cultural Studies, Community Development, Travel Business, Business English, Thai Language, English Language, Library and Information Science, Dance and Drama, Public Administration and Tourism Industry, etc. We produced graduates at both diploma and bachelor degree levels in the regular, special, and EMPFP programs in education centers in Phuket, Krabi, and Trang.
In addition, in 1996 - 2009, we also offered graduate studies. At the beginning, we taught with Department of Educational Administration, Thaksin University. Later, we directly offered Education Administration (M.Ed.) curriculum in academic year 2010.
In academic year 2011 - 2014, Development Strategy (M.A.), Curriculum and Instruction (M.Ed.), Marketing (M.A.), Environmental Education (M.Sc.), and Health Promotion (M.Ed.) curriculums were offered. Moreover, Graduate Degree in Teaching Profession was offered for educational personnel holding bachelor degrees but do not have teaching qualifications, and Graduate Diploma in Project Management and Evaluation.
The third phrase: Phuket Rajabhat University (2004 - present)
There were 3 administrators, namely Associate Professor Dr. Chirawat Nichanate (2004 - 2008), Assistant Professor Dr. Prapa Kayee (2009 - 2018), and Assistant Professor Dr. Hiran Prasarnkan (2018 - Present).
At present, Rajabhat University Act B.E. 2547 has appointed Phuket Rajabhat University as a juristic person and a government agency under the law on Budgeting Procedures under Higher Education Commission. We have missions under Section 7 which states that:
"Universities shall be higher educational institutes for local development that enhances the intellectual power of the country; restores the learning power of local wisdom; creates arts and sciences for sustainable human development; and participates in balanced and sustainable management, maintenance, and utilization of natural resources and environment. Their purposes are to provide education; promote academics and advanced vocation; conduct teaching and research; provide academic services to society; improve, transfer, and develop technology; nurture arts and culture; produce teachers, and promote academic standing of teachers."
